[FE] Implement IP range protection config in the EvIP range protection for event access

Users can now toggle IP range protection as a security policy on the Event Access step of Event Setup. This feature allows for the specification of an unlimited list of allowed IP addresses, including full IPs and wildcards, to manage event access securely.
